You will be able to find these banner and images on the Home page of Mafia Wars. As seen in the description of the first banner, the Dragon Mystery Bag will only be available for one day, because "the dragon does not visit twice". They would probably disappear after one day usage, similar to the Harvest Mystery Bag.
Send the Dragon Bags by clicking on the "Send" button located on the banner above, or by visiting the Free Gifts page. You can also send them using the Gift Blaster or Massive Sender script tool. Expect to get some back in return after sending!
Here are some of the items received after opening the Dragon Mystery Bag. I did not have the chance to capture a screenshot when the +5 Attack Points and Chinese Dragon appeared..
Upon accepting 20 bags for the day, the Dragon Mystery Bags will automatically be changed into Blue Mystery Bags.
The only great stuffs in the Dragon Mystery Bags are the +5 Attack, Defense, Stamina, Energy, +1 Skill Point, the Stamina Boost, and lastly, the loot which currently can only be received via the bags, Chinese Dragon.
