As i've already completed the first job in District 4, the Underground Station was automatically unlocked. I went on to build it, and also received a Congratulations message as well.
Each time the property is upgraded, you will be able to receive more Energy every 8 hours.
Sadly, i ran out of parts needed to upgrade the property halfway through. You will be able to ask for a part via your News Feed by hovering your mouse over the needed part though.
