Due to a design flaw, which we apologize for, a limited number of players who paid to extend the City of Traverse event were inadvertently locked out. This was not an intentional element of the game. Over the course of the next few days we will identify those players who made the purchase for the extension and reopen the City of Traverse for them. In case we are not able to do this, we will provide those players with the mastery item and experience that they would have received should they have been allowed to complete the district. Because we have been able to identify this issue and will be providing a resolution to those players who paid to extend the event there is not a need to submit an incident as Customer Support will not be able to make any adjustments or credits to your account over this matter.Thank you for your patience!The Mafia Wars Team

As stated in the blog post title, the consumable for the City of Traverse Secret District, also known as, Additional District, have been added back to the Free Gifts page.
You might say that it is useless because you chose not to pay to unlock the district, but you might want to consider returning the consumable when your mafia send them to you since they would need it..

However, Zynga tried to be funny and made players who wants to unlock the district pay for 25 Reward Points.

If you visit the Chicago jobs page and click on "Additional Districts", you will notice that the City of Traverse Secret District will be back in a little under 3 days..
I have already completed the 'secret' district when it was available a week or two ago.
If you click on the yellow question mark icon on the right hand side, you will notice that the Floating Casino ship have a different stat compared to what you have in your inventory.
And here is the screenshot taken from my Inventory. Compare the stats of the Floating Casino between the image below and the one above.

As expected, the new Secret District, City of Traverse have been released. It is located in Chicago. We currently have around 13 days to complete it.
You can access the new Secret District by clicking either on "Go Now" on the above image in-game, or via the Travel Bar.
There are 9 jobs waiting to be done. 2 job would require the consumable, Horseracing Stub, to be completed.
If you would like to generate a link manually and share it to your mafia, the Gift ID for the consumable would be 520.
