As stated in the blog post title, the consumable for the City of Traverse Secret District, also known as, Additional District, have been added back to the Free Gifts page.
You might say that it is useless because you chose not to pay to unlock the district, but you might want to consider returning the consumable when your mafia send them to you since they would need it..
