Clicking on "See Resolutions" opens the drop down menu from the Mission Bar to display the New Year Resolutions. There are a total of 10 tasks. Complete each task to earn 1 vote. Zynga is also giving us a free vote every 24 hours.
And here is the voting screen. You are allowed to vote for any event you want, and you get to keep the event themed loot. The items from the three events with the highest votes gain extra mastery strength when the event ends.
