You will be able to receive your Party Animal by following the steps below:
- Go to the Apps and Games page on Facebook(HERE)
- Locate the Mafia Wars tab, and click on "See more requests from *insert name*"
- Search for the request sent from "Mafia Wars"
- Click on Accept, and it will bring you into the game to receive your Party Animal!
You will receive this popup upon following the steps above..
And here is the screenshot taken from my Inventory. I have received the item, and the item helps out my stats as well! :)

If you do not find it under the Apps and Games page, you might have to Ignore some of the gifts there. Do refresh every now and then when you are ignoring and the Free Party Animal gift will eventually show up.
