You will be able to find this on the Family Properties page. However, if your family have not received the Bunker update, you will only receive a blank screen upon clicking on Bunker.
The part item needed for upgrading the Bunker is the Reinforced Concrete. You will be able to send the part through the Free Gifts page, and also ask for them via the feed button on the property page.
