The first Family Property, Artillery Station, is slowing rolling out to all players! I already have it, but i'm not sure about the rest. You can access the Family Properties page by going to: My Family > Properties.

I still do not understand what this family property stuff is all about even after reading the text. I repair the property with my artillery rockets and nothing happens (the health meter does not increase at all).
