If you think the progress bar for the current Marketplace Sale, Cyber Monday Redemption, would move upon purchasing the reallocation, you are wrong.
Below is the copied and pasted text from the popup made by Zynga for the Marketplace Sale:
* Loyalty Program, Fight Club, Pawnshop, Treasure Chest keys, and items selling for less than 5RP do not qualify for prize.
It doesn't state anything about the Skill Point Reallocation whether it would not be counted or not. And also, the Skill Point Reallocation costs 50 RPs or 10 RPs each, depending on the one you choose to purchase.
Below is the image of the progression bar for the Cyber Monday Redemption sale 'before' purchasing:
Jennifer have purchased both of the Skill Point Reallocation, both the 50 and the 10 skill point option. The progression bar should have moved and increased 2 more slots to make it 4, yet it stayed the same. You can also tell from the image below that Jen have clearly purchased both of the reallocation as she have the 'darkened/blocked' button.
