Well, a friend of mine told me that he aint getting a single FEHL4 in Moscow. So I ran some of my stamina there to check it out... here is a screenshot....

Maybe it is luck only dunno... I still think fighting in NY is still the best :)
I didnt get any fhel4 in moscow either.. total stamina run was around 6K. But I ran 6K in vegas and got 1-2 at the max.. fhel4 are reduced considerably. I hope they dont ask us to buy these things in future...
I just used 3400 stam in NY, and got 1 Venemous car. Used to get quite a bit more than that. I think the drop rate is way down, hopefully not for good.
I get 10-15 pieces of FHEL4 for every 4,000 stamina that I use up. Be sure to attack live targets only, enable power attack, and use fightlist ice check. Delay should always be set to "0 to 0". After hundreds and thousands of fights, I have noticed that the frequency of FHEL4s dropping is directly proportional to the number of opponents Iced / Killed. Hope it helps. Good luck!

i have just run my brawler........ got fhel$ there;;;;
just there loot drops have dropped down beyond imagination ;;; have got 4 fhel4 in 15k stamina...

BTW, I just used up 4,000 stamina and Vegas and I got 25 pieces of FHEL4. :)
