According to Mafia Secrets Blog, we are able to get a total of 24 skill points upon completion of Chapter 0, but there is no mastery item for it.

if it's not released, and you go there, do you think it might be kind of obvious you are violating their TOS by using a script? just a thought, but don't let me hold you back! ;)

Not working for me ... Man this city never gets open for me :( ... it is locked even if u go via iphone :(
Atlantic City is only available in certain countries.
