Zynga have allowed players to declare war again by using reward points without having to wait for the timer to countdown..
I have just declared war and if i wanted to declare war again, i'll have to either pay 12 RPs or wait for 8 hours.
I would suggest that you keep your Reward Points or use them to get some more skill points through Chop Shop, Weapons Depot, etc...

is the amount of reward points based on something? i can start a new war with 10 rp's, my friend can do it for only 8.
The amount of reward points needed to declare war again are based on the timer timing.
For example,
8 hours = 12 RPs
7 hours = ?? RPs
6 hours = ?? RPs
...
1 hours = 1 RP (it should be 1 RP).
