You can open 2 Mystery Bags from 1 person in a day!
How to?
Look at this screenshot below..
Click on the 24 messages button (you can have other numbers available on your game)..
Open your Mystery Bag from 1 person example from A.. then check your request from FaceBook request page, you will still see one Mystery Bag from A, open it! Voila... you receive 2 Mystery Bags from 1 person in a day! 
PS : Thanks a lot for the info to Uzair, Dark Courier, Robert, Hector, etc..

I disagree with this "glitch". If u opened a mystery bag through the white envelope button, u will not know what u gets, infact, you don't get anything. Only accepting mystery bags through facebook, will u be able to open it.
So i'm just saying that this is not considered a glitch. You accept mystery bags through mafia wars, it WILL NOT give u anything.
i did this with my wifes account.. i received 2 gifts.. hehe...
