False Identity Issue

One of our mafia friend, Steve, wrote me an email.
He's complaining about False Identity from Spy Hunter Collection Event.

FALSE IDENTITY

On the first day it started I got a false identity popup just like we did with broken hearts and carnival masks, where you have to guess under which briefcase there is a false ID hidden. I have not gotten a single popup, nor any drops from jobs, robs or fights, since that first day. My only false ID's are from gifts.

Is there something not working here?

I have tried to find the answer.. many of you also experience the same thing. Then I see someone posted on his wall saying that False Identity only dropping in Brazil!!!

False Identities can randomly drop from Jobs, Fights, and Robbing: you can collect 10 every day from each source. You can accept up to 40 False Identity gifts per day.
