The new Brazil Secret District will be released to everyone soon, or probably on a slow rollout.
However, the consumable needed for the new district, Antivenom, is available in the Free Gifts page for sending now.
Let's hope that this new Secret District would have better energy/experience ratios....

still can't see this in my free gift page
Can't see the antivenom on free gifts and the above link takes me to a blue mystery bag. Hopefully we get access to it soon. :)
Zynga have removed this consumable from the Free Gifts page..
It would be added back as soon as the new Secret District, Snake Island, is released.
