Skill Point Reallocation is available in the Marketplace now. You can find it under the "Stats" tab.

Sorry but don't understand under what Stats tab you are referring to ... Maybe I am late and it's no longer available, but I can't see it.
@Anonymous, go to:
Marketplace > Stats Items (Energy, etc) > Skill Points.
You should be able to see it when Zynga decides to place the Skill Point Reallocation item back..
