Looks like it's up now.
So I'm guessing the payout on Mumbai jobs will be 1/4th as much as jobs in other locations. You'll only be able to play at night, and challenges will include decoding foreign text and speech. Vehicles include bicycles and the Tata Nano, so your max mafia for fights will be 5. :)
