Yes, we have to prepare with 4 items above before we can enter this city. Each item can be located on New York city. Go to each tier to get the special items.. find the job which has "Elephant" icon. For example this one :
Do that job continuously until you get the Triad Coin!
Here are another job examples :

How many times did you have to do the job in ny , i tried one and done it about 8 times and nothing appeared. guess I,m going to have to wait till my energy builds lol. I,m still only just over half way through moscow but will have cuba wiped today :)

For the people asking about "Mafia Wars Bonus Loot. XXX found the location of a secret stash. If you pick it up, you can split the loot!", this comes up randomly when you do fights (it picks a random player to correspond to like the rallied the troops x2 exp thing). You can then send the notification to person and you both get random stuff like boosts, loot etc.
