5 Energy Packs?

Ok, another post...
Got this email from our friend..

Check the screenshot out, after I've used my daily energy pack it is still showing that I've 5 energy pack remaining even thoe the 23 hours cool down timer is on, and I didnt get any energy pack yet, I am confused about this new feature, anybody got any clue?

I have read somewhere that someone asking the same thing.. But the answer was that because this person only have small mafias.. so 5 mafias sent him daily Energy Pack (which he has to spend 1x per day).. if nobody send him Energy Packs in 5 days, he still be able to use it since he has 5 stock of Energy Packs already..
He is safe for 5 days..

But if you have lots of mafia, you will have lots of chance that you will not run out of Energy Pack! Since your mafia will randomly send the Energy Packs to their mafias and you can get it from any of them... everyday!

We can see from the screenshot that our friend has more than 1000 mafia families and still he has this new feature... we're all have it!

So why do we have 5 Energy Packs? And why do they show up on our Daily Checklist now?

Also now we can send the Energy Pack request to our mafia.. You can have max of 5 Energy Packs in stock..

I hope Zynga can give explanation about this..

If I have 5 Energy Packs and able to use all of them not only once for 23 hour, that will be very nice!!!
