You can have a chance to loot this armor in Bangkok city episode 5B : DRAGON HEAD, Chapter 3 - Triad faction. But of course, episode 7 of Bangkok gives us better defensive armor ie Royal Thai Marine!

You need to have 501 of them as the best defensive lootable armor! If not, you can always provide your mafia with the lower stats armor, let's say : Executive Overcoat from Moscow..
