Haha! I got 45 gifts and able to claim my prize of Auld Lang Syne weapon!
So sorry if you don't have 45 gifts, you can not get this weapon.. 
Lots of friends have 45 gifts (even more) but they don't get this ultimate weapon.. The best way is to contact Zynga Customer Support and provide them with screenshot showing that you got enough presents to claim it. Good luck, guys..
And now I am ready to open my presents..

Hmm, I don't have all items.. if you see the item quality, I don't have the Superior item ie Mobile Garage and also 2 of Ultimate items..
Perhaps there is a way to get more presents?
I think I still have plenty of un-open Holiday Sacks and some of friends still sending me gifts! So it's a glitch, you can still sending and opening your presents even you have opened 45 gifts!
I got 17 presents now...
Darn, still missing few items..
I will collect more from FaceBook request page.. I hope you can do this trick too, my friends..

i had the same thing... so i said... ok ill collect again THANKS ZYNGA .... collected 45 gifts again... went out of mafia and back in with all gifts... and finally got the pop up.... it works...but its hard work collecting all again...its takes a little time grrrrrr.. but you get a lot of new items ...so who cares
