In Italy Port I am on level 09.. but I still don't have the items for level 07 unlocked, well I don't have level 08 & 09 things unlocked thoe, is it me or others are facing the same problem?

I don't have the exact answer, but looking at my Port which is still at level 4... 
We have to upgrade all of building to get the same level!

Let's say on the red circle above, to able crafting the "Good Neighbor" weapon, you have to unlock your Villa at level 7, etc etc..
Guga has encountered one bug..
Please check on the screenshot.
He is able to buy again using 0 (zero) Reward Point! That's awesome.. 
Actually it's only a glitch, once he click to buy again, he will have this message :

There is also one thing that bothering me about Italy Properties which is Football Stadium..
Why do we always have to ask for football fans all the time and then it reset back to zero?
I have been searching for the answer and find it here on Zynga Customer Support page about Italy.
So they have answered it..

It says unlocks at VILLA level 7 not Port.
It says it unlockes when villa is level 7... not the port.... you have to upgrade your villa.....................
You have to upgrade your villa to level 7 in order to unlock the item "Good Neighboor". Same goes for the other items; you have to upgrade your Winery, Auto Boutique, Fishery and Football Stadium to unlock the items.

I'll answer your Port/level opening for you....The extra items will ONLY open when you get the certain property to level 7...so the Good Neighbor will open when you get the Villa to level 7, and so on...and so on...I'm level 10 port, and level 7 on ever other property, so all mine are open.
There is a Nightclub coming our way for Italy....keep your eyes open.
yagami9999 - The ZERO RP Port re-purchase is false advertisement. Mine is the same, but when you press, you need fork out 16RPS for FULL timer

it is stated there that u need to build the Villa up to level 7 to unlock the loot.. certainly nothing to do with the level 9 port ..
in the first screen shot you are trying to purchase an item that unlocks at level 7 of your VILLA not port. Some of the items require other properties to be upgraded as well.
