There seems to be a glitch in Cuba where when you click to help someone on a job, you will get the message the "You are too late! The job request is no longer active. Do some jobs while waiting for another request."
Change the number 1 link in the address where it states "job_city=1&skip" to a 2 and then hit enter and you will get your exp. points/money.
Or you can use Job Helper bookmarklet from Spockholm to help your friends without having any difficulties.. no need to change any link.. just do one click..
