I have done one job and yes, it's giving me double mastery on job (not including South Africa mission)..
I don't know with double fight loot yet.. I hope they don't make us disappointed like the last event! 
So far, I used Brawler's tool and the ratio is 8% to get the fight loot.. let's see if someone has a better ratio and kindly share the screenshot.. 
Here is another additional screenshot from our friend, Levak.. yes, the ratio is better than the last double loot event!

The double fight loot is...if you happen to get a lootable item (weapon, armor, vehicle) you get "2" instead of "1". The odds of getting loot are not increased.

i have been getting about 12-13% loot drop. usually average 7-8%
i got double on a few things but not others, and how do u get high end loot? i hav neva got any
getting 15% here, usually its 10%..the ratio doesnt go up 2x coz only weapon/armor/car/animal loot are doubled, CS/WD/tickets are not.

this is a random question but why don't you get as much money from fights in Bangkok? i get a good amount of money from the fights in NY, Cuba and Moscow, but not Bangkok. any ideas why?
