It is on the District 2 - Paradise City.. you will have to mastered a Property job ie Recruit A Table Game Dealer job.

Somehow, I have done the job and now I am on the Gold mastery level but I have not found a single Casino Dealer drop from the job yet!
Everytime I want to upgrade my Table Game Property, I have to use my Reward Points to buy this part of my building..
Since this Las Vegas is still on beta.. please Zynga team.. fix the glitch, specially this one.. I really want to have my Casino Dealer from that job above..

Makasih Om Fahmi atas infonya, memang susah banget dapat Casino Dealer, yang sebelumnya ada di Free Gift, tapi... sekarang tidak ada.
It also seems that you have to beat a District through all paths - Social, Energy & Fighting - before you can move from Bronze to Silver to Gold levels of the tier. Is that true?

In a survey about Las Vegas, the day before yesterday i tell the zynga team about it, and they don´t answer yet.
The only way of get this loot, without pay for it is asking mafia to help. :P

It does drop but it appears to be extremely rare. With my energy account I think I have had about 3 drop all up after doing the job 100's of times. I think for now the best way is to go to the property page then ask for help on the dealer so people can send you one.
I have seen some postings asking for a dealer, is there a script written so that we add our profile number and post the same request?
i contacted zynga.... they said it is a rare drop item! just to let us take it easy on the game... the person that i was talking with was annoyed also about it :)
so peeps get used to it :)
p.s. Ade if u still know my account check my inventory :) u will see something interesting... but dont post it here ;)
