Well, they have stated that you can not buy Treasure Chest Key as one of 4th of July sales item, they are wrong! (at least at the moment)...
You only have to spend 5 RPs for each key of the normal Treasure Chest Key, not the gold one!Is it counted as one of the sales items? Yes! Quickly before they fix this, guys..
Go to Inventory page and Loot section.. Click to unlock using key for 5 RPs.. I have bought few items and have refilled my bars..
And I continued buying another Treasure Chest keys until I have 5 bars and earn this great weapon!
Continue purchasing more of the normal Treasure Chest Keys and voila!

I don't have to spend lots of RPs to get the ultimate weapon of Sin City Shooter!
