You can get them by completing any Secret Missions..
Nobody know if they only come from Hard mission or from Easy and Medium Missions too... but since we know that Easy mission can also dropping a very good rare item, so you can also publish it to on your FaceBook feeds. Hopefully, the more mission you have published, the more collections and also rare loots you can get! 
The Collections is available under one new tab called Missions.. just go to your Collections & Vaults page..
Hah! What a lovely vault item! Look at the bonus of skills you can get from vaulting this collection.. and agree with VA, I wish that the +20 Health can be changed to be +20 Stamina instead..

You can get the collection items on day 5 of the daily take if they are on your whishlist. Just got a Fake Identity this way.
Correction: unlike other collection items the Fake Identity was *not* on my whishlist. I just got it with the daily take (5th day).
