Yesterday, lots of players were feeling so disappointed because Robbing was taking away from their accounts. But now, all of players have it! 
I noticed that every player have this new feature, even the one that has Rackets on their account.. Because you can go to Robbing tab by visiting Fight page, not from Properties page..
There are some properties that you have to rob in order to master each of Robbing level.. You'll see the targets there ie Easy, Medium or Hard target. You can get nine targets on each grid (secret targets using one formula).
So far I don't know how to determine them or how's to detemine success or failed robbing! 
And this is one of bonus you got from clearing the grid :
If you have succeeded on each mastery level, you can share random boost rewards with your mafia family by publishing on your FaceBook wall..
Also, provide your account with enough Stamina points to do lots of Robbing.. so you can get the collections and raise your Robbing level to the highest one..

i did not get robbing on my account
They really cut down on the rewards for robbing when they released it to everybody. In the example you gave in the grid above where 60 bonus experience was awarded... a few days ago that would have been 700-800! Also, Ive noticed that items drop much less frequently. But all in all quite fun and a nice change.
