I think it's still didn't count old vaults, because I have vaulted all and still have this title on my stats..Collection Title: Enthusiast

I agree with you. It is ridiculous for Zynga to expect old-timers to re-vault all over again their collections (which they have completed long time ago anyway)
I can confirm that you need to re-vault but from what I can tell there is no rhyme or reason too it, I revauled NY and did a few in Cuba and had the ones in Bankok vaulted and got my 60. Dont go by a list of so many of this and so many of that in each city, its BS.
