Somehow you will need to do the jobs again although you have already master the tier and got the mastery bonus item!
It's not a big deal because we can always take advantage of this by doing the jobs and get the free skill points from mastering them (again).. 
This player below got this new Street Thug tier and able to collect skill point from mastering the job.
But this one is not lucky!
Although the player already re-mastered 3 first jobs, she didn't get any skill points anymore! 
Why do they have to change this tier anyway?

Yeah, I didn't get any GP either ;(
i didn't get any skill points for remastering it again.
My guess is Zynga was trying a new layout to New York job tier, as it is completely different than the normal job tier layout. By doing so they somehow accidentally revoked the Street Thug tier Mastery Level 3 to some players who have managed to complete it already previously. I too didn't get the mastery skill points the second time
