Yes, it's the same message when it was not being released yet.. and now we have it after having the Declare War feature for a day!

So far, I like the feature.. Hope they will turn it on soon for all of us..

I got it too today. But i never thought that it will go down then when i won a war - so no items i won, no victory :(
When "Declare War" thingy went down for everybody? Since yesterday or few days back?
