Mike, Manami and Bossy Don (from Top Mafia.Info) also have the same problem.. They have spent tons of Energy, but can not find the button to vault the Collections..
Another players can not find the 7th collection item! Eventhought they have done the jobs over and over, still they can not find it dropping!
Well, you can try to put it on wishlist and it might be dropping from opening your Mystery Bag.. or you can simply trade with your mafia..
I have out one collection on my wishlist and I have done all the Daily Checklist for today and got this one!
Anyway, all these bugs are known and being discussed on Zynga forum.. they are still working on it..
It's the new Collections and has new bugs.. Not to mention that we will have Disctrict 7 and 8 of Vegas soon.. Please be patience until Zynga fixed this issue.. 
Hint :
One friend got almost of all Collections from doing jobs on Distric 3 Vegas "The Lower Strip".

The 7th item is ALWAYS way rarer than the other items. It only varies by account WHICH is the one not dropping. This is to ensure people actually have to trade to complete those collections.
Distric 6. Reveal a politician's dirty secret. Will also drop a lot collection items.
