This tutorial is presented by Zynga on the Official Mafia Wars blog..
Zynga posted this to "clear up confusion about how the new Armory in New York Properties work".
Also, I think this is the first time or the first few feature, which Zynga posted a tutorial for.

It is not really confusing.. it is just too pity that we can not have the building parts from doing jobs..

They just want us to choose the short cut ie buy the parts using your Reward Points..
