You can only get the Armor Parts from collecting it everyday on your Properties. It doesn't drop from fight or jobs.. That's what the official blog states, please correct me if I'm wrong.
Thanks to Aaron from the comment section, that we can get more Armor Part by doing robbery on one Armory building. I did try to do it in New York city and choose to rob the Armory of one mafia..
So you can try to rob your noobs to get more of this part!

For the building materials (Hammer/Rivet/Purnace/Anvil), you can get them from :
1. Publishing your help on building the Armory
2. Free Gifts
3. Opening Mystery Bags (you have to put on wishlist to make it works)
4. Buy using Reward Points
Michael and Nick has confirmed that the best way to collect and upgrade your Armory is by using Stream Helper bookmarklet.. I have posted it yesterday, so be kind to check the post instead of asking how to.

Too bad that although he has maximized the building, he still can not build a single armor from the highest level.. lack of Armor Parts! Zynga really needs to make them drop from somewhere..

Armor parts to build the new suits does drop from doing robberies of people armory under the properties tab in New York. Depending on stamina and how many times you refill stamina by leveling, you can get enough parts from collecting and robbing to get 1 suit built per day.
It now appears in the normal random robberies board too, so you can get some from those!
SH does not give you parts. It sends them.
They most likely changed the name from Power Armor Parts as the Fallout series has, and continues, to use the name. I wouldn't be surprised if they change the name of the armor itself soon.
