Another friend of mine has this one..
He said, it was there on the Armory depot on New York Properties.. just beside the rare item!
He had chance to build one using some armor parts and got one of this blue helmet!

Unfortunately, Zynga team had quickly remove the item from his Inventory.. Thanks God he has a chance to take screenshot of this helmet!
Yes, Zynga Support offers him with lots of Reward Points for taking this item.. and also saying that this item is supposed to be one of Christmas event!
Either one for the Marketplace sale or from one mission/job event..
We can only wait to proof about this until it is officially released...
