I believe I have posted this screenshot few months ago! And yes, please read it here : Vegas - Mastery Has Changed! posted on 19th of October this year.
The changing was about, you don't have to finish all paths to meet the Boss and kill him/her. Just choose one of your path (either Job or Fight path), master it and defeat the Boss!
This can make you master your current level and move to the higher one and do the first job again....
I don't find anything changed! Please let me know about this, my friends.. 
By the way, some accounts will have this bug in Vegas (or also Italy). They suddenly have all the Districts mastered until Ruby level, although they still have 1 or 2 jobs left unfinished!
One of my mafia friend also has a bug, he can not master the District because one "naughty" job can not be mastered!
Hope this changing leads us to an improvement..
