Please go to Fight tab and check, how many Burners you have now?
To read more info about Burners, please go here : Call For Backup!. I have wrote there that we can only have Burners according to our current level in Robbing.
Let's say if you are level 7, so maximum amount of Burners you can have it 7!
But please check how many Burners does this player have..
Too bad that Zynga team is still stubborn by not highlighted the text for Burners number!

I believe it's because of the Christmas event.. so that we have this glitch..

I have had extra burners off an on for a long time. It's from the secret drops/Mystery Bags. When you receive a burner through these methods you are not limited by the level of robbing.
